If I created something during contract hours using school property, then I could understand (somewhat) a district's wanting "ownership" but if I make something on my own time on my own property, I'd have a hard time blindly handing over my work.
I would stop creating anything, only use district materials, and then complain loudly if the materials did not meet my students' needs.
Would this mean that teachers can't use lesson plans they created if they were to change schools or districts?
It could be really difficult to prove exactly when something was created, where it was created, and then to keep track of when it is used again later. Overall, the whole concept is a waste of time and woudl be a waste of money.
